Any idea for making disposing PCB etchant less toxic for environment?

I am making my first PCB and I have question about disposing etchant after finishing etching the PCB.

All says best solution is to Contact your local Hazardous Waste Disposal Company, some suggest baking soda or sodium carbonate to make it safe. Pouring down the drain is a bad idea.
But it my country Vietnam, there is no "local Hazardous Waste Disposal Company" as far as what I know, even in biggest cities. That sounds bad. People like me (student in Electrical engineering, hobbyists, etc... just don't care for very long time). I know sooner or later, I will have to flush it into the toilet. So is there any way to make it safer while waiting the local HWDC to come in the future? Thank you.

How to dispose of paint thinner?

Title pretty much says it all. My airbrush cleaning pot is starting fill up (mixture of acrylics, alcohol, lacquer, lacquer thinner), and I'm not sure the best way to dispose of it. Are there places I can go to dispose of it properly? Kind of like old motor oil recycling and such but for paint products? Ontario, Canada - Can I out a company anonymously for illegal dumping and improper disposal of hazardous waste?

First time poster and on a mobile device.
A family member works for a scrap metal company that purchases scrap vehicles, crushes them and sells the metal. They are supposed to drain the fluid and dispose of them according to the law, but they do not. They simply crush the cars and let the gas, oil, antifreeze, etc. drain into the ground.
The thing that is most upsetting it's that they are literally two hundred feet from a residential community that are on wells, as well as a tree line away from conservation land. They had a massive fire due a spark igniting a gas tank while crushing cars and the fire department started an investigation but stopped half way through. There is a rumor that the owner paid them off. I know a resident from across the street also contacted someone about it, but again, an investigation was launched and then stopped half way through.
What are my options on making sure something is done about this while staying anonymous as I do not retaliation done to my family member. Can I out then without physical proof?
I should also mention that I have witnessed this several times I'm person while visiting said family member at work.
